Can I renew my passport 2 years before it expires in the Philippines?

Theoretically Yes, but practically no. The passport office will not renew the passport which has a validity of 2 years or more. There is a valid reason for it as 2 years is a long time and anything can happen in-between. However, a passport can be renewed if less than a year is left.
