The permanent address on my passport is the old one, as I have?
I don't think this should be an issue. I'm from India and I recently applied for a US visa. My passport is 5 years old and permanent address on my passport is different from my current permanent address as even I have shifted from my older location. A lot of my college friends got their passports while in college, and the address mentioned on their passport is that of their college. Of course it has changed since then and many of them have travelled abroad. I got the visa for US without any such hassle and have applied for a UK visa as well which I'm expecting to get easily too. You can of course call up the embassy/consulate and get it confirmed. Hope it helps :).
