If you dont have nationality of any country or cant get a passport from your country of nationality, then you cant get a passport. However, as a US green card holder, you can get a US Re-entry Permit, which is a passport-like booklet. According to this USCIS brochure, one purpose of a Re-entry Permit is to use as an international travel document for those who are unable or unwilling to get a passport: You may also want to get a reentry permit if you plan on traveling outside the United States and cannot or do not wish to get a passport from your home country. Many countries throughout the world may allow you to use a reentry permit much like you would use a passportplacing necessary visas and entry and exit stamps in the permitso you may use it as your main travel document. Be sure to check with any country you plan to visit about specific requirements before you travel. You would still need get a visa from the country you wish to visit. Many (though not all) countries recognize the Re-entry Permit as a valid travel document.
