No, but if case registered under drunk and drive then it will be a problem. But usually drinking in certain public places are restricted even though they take it number it just to sceam you for not to repeat next time. Now here the problem is if it adhar number was given then it might be a problem .So without official case or FIR it won't effect in ur passport application.
