Should I apply for a fresh passport or should I renew the existing?
Not sure what you mean by a fresh passport, except possibly one thats current? My answer is yes, you need to apply for a passport now that youre 18 and your passport expired when you were 13. According to the State Department web site as of today, March 5, 2021, since your previous passport was issued before you were 16, you must apply in person at a passport acceptance facility, which can be a local post office (there should be signs saying they accept passport applications or that gives the location of a post office in your area that does). Check the State Departments web site for the information and documents youll need before going to a passport application acceptance location: Since youve already had a passport, youll need to RENEW it. The process would be different if you had never had a passport. Youll also need to bring payment for the fees. Since youll be at a post office, its easy to get postal money orders as you cannot submit payment in cash with the application. Youll need one for the application fee and one for the acceptance fee.
