Your passport is issued by the country of your citizenship. No other country can override that authority. If your passport is not held by your country or its consulate - meaning that it's not being held by the country that issued it - then no other country can provide you with any kind of travel document. This means that US can't authorize you to travel to India and France can't authorize you to travel to Australia. Each country is only controlling their own citizens and its own territory. If your passport is held up, you can only wait for it to be done. If you need to change your travel arrangements or you need to re-schedule your flights, then you do it.
