My niece is turning 18 in December.?
You havent given much information here - nothing about when her passport runs out or how long it is currently taking to renew passports in your country. If she gets a brand new passport, rather than any kind of extension to her existing one, the new one should be valid for ten years or so, depending on how long your country renews them for. This will go beyond Xmas 2017. This is how it works in the UK. It may be different where you live. My best advice is to make a call to your passport office or your countrys embassy. They will tell you all about it. If you cant get through to them, and you live nearby, visit them. Make sure you write down all the documents you will need. Generally: Existing passport Birth certificate (original) Change of name certificate if she ever changed her name and/or marriage certificate if she is married They may also require proof of address If she is a minor, they may also wish to see the parents ID documents My recommendation to everyone is to always have scanned copies of all these documents on a flashdrive (and on someones computer at home), as well as it being saved to a server online in a secure location. The scans should include copies of travel documents and receipts for payment, so that if she loses anything or it is stolen, she can access them on her flashdrive or these things can be sent to her from the remote computer at home, and this will mean that she can get a replacement passport locally with the necessary (temporary) travel document. This is not the same as a new visa, but it will do until she can get home.
