Can I travel to China without a passport?

As a US permanent resident (green card holder), you can apply for a US Re-entry Permit with form I-131. This is a passport-like booklet that is used mainly for re-entry to the US, but can also be used for international travel in lieu of a passport, if, for some reason, you are unable or unwilling to get a national passport. (You do not have to be stateless or be a refugee to qualify for this; any US permanent resident qualifies.) USCISs Re-entry Permit pamphlet mentions: You may also want to get a reentry permit if you plan on traveling outside the United States and cannot or do not wish to get a passport from your home country. Many countries throughout the world may allow you to use a reentry permit much like you would use a passportplacing necessary visas and entry and exit stamps in the permitso you may use it as your main travel document. Be sure to check with any country you plan to visit about specific requirements before you travel. Many countries do issue visas on US Re-entry Permits and accept them for entry once you have the proper visa. I have not found specific information about whether China issues visas on US Re-entry Permits, but this is your best bet if getting a national passport is not an option.
