Yes, you can get your passport renewed from any city where you currently live even if its not the city from where your original/last passport was issued. You can get your Indian Passport renewed from any city in India which is your current place of residence. This is true for cities abroad too where Indian Embassy/High Commission is present. There is no restriction that passport can be renewed only where it was issued. Fresh or renewal of passport should be applied based on current address of residence.
